1. Question/Request
Please confirm if only software vendors (i.e., Oracle, Microsoft, etc.) can bid since we had different interpretations when we read it. In other words, integrators who don’t have their own software like Ciber or Accenture cannot bid unless they were a subcontractor to the software provider.

Answer
AHA intends to have a primary relationship and contract with a vendor of an Enterprise Resource Planning (ERP) package that focuses on the needs of real estate development companies, property management companies, real estate investment companies, public housing agencies, and community development agencies. This is primarily a software acquisition; however, in order to be considered responsive to the RFP, Respondents must also propose planning, design, and implementation assistance. The Respondents should feel free to propose such assistance by their own employees or by trusted partners

2. Question/Request
Is it absolutely necessary to have 6 or more previous engagements with Housing Authorities?

Answer
Yes. The Respondent’s proposed application software suite must be currently in use at either six (6) housing authorities, community development agencies or a combination of both with a minimum of 2,000 combined Housing Choice and public housing units at each installation.

What’s the budget for this project?

Answer
It is not AHA’s practice to disclose the cost range for a competitive RFP.

Is there a budget range that your organization is looking to stay within for this project?

5. Question/Request
Besides Microsoft, what other solutions are you evaluating at this time?

Answer
Pursuant to a separate Request for Proposal, AHA has received proposals for payroll, benefits administration, and human resources management solutions from various Respondents. These proposals are under review at this time.

6. Question/Request
On page 9, first bullet point, second line; the word “phases” seems to be an inadvertent typographical error. Please clarify the meaning or wording of this sentence.

Answer
AHA’s portfolio consists of 77 development phases which are owned by single-asset entities formed through private-public partnerships. In some cases a community could consist of multiple development phases, however, each phase is treated as a stand-alone for operating, financial, demographic and regulatory/statutory reporting, as well as subsidy payments under the different subsidy arrangements.

7. Question/Request
On page 12, paragraph 3: Could AHA provide further information on the “current and/or future MTW program innovations” that would have impact on participant rent calculations/eligibility determination, from a software functionality perspective?

Answer
While AHA has memorialized its current business processes and envisions a future state best-in-class Housing Choice Voucher program, the acquisition of this software may cause AHA to re-align business processes with the software’s functionality. As noted in the RFP, “AHA does not want the software to be customized to its current business practices – AHA is looking for better processes with a much higher degree of automation than exists today in the agency.” Therefore, as AHA is not in favor of highly customized software to fit its current business processes, current and/or future MTW program innovations should not significantly impact the Respondent’s proposed solution.

Answer
In Exhibit D, Implementation Services Reference Form under Project Scope, free form text should be entered in the box and the phase “check box” should be ignored.

10. Question/Request
Exhibit K, 7.1, first sentence of first paragraph; there appears to be missing punctuation. Could you review this sentence and clarify its meaning?

Answer
The first sentence of the first paragraph of Exhibit K, section 7.1 is hereby amended to read as follows:

Contractor shall grant AHA, its officers, employees, and agents, a nontransferable, nonexclusive, irrevocable, perpetual site license or other applicable license modules under the terms of the contract to (i) prepare modifications, adaptations and derivative works of the Application Software, and (ii) use, execute, reproduce, display and distribute internally on AHA’s network and externally to entities who perform work on behalf of AHA, the Application Software and such modifications, adaptations and derivative works.
