AHA establishes utility allowances by bedroom size based on the reasonable rate of utility consumption by energy conservative households. After considering the existing condition of a community, including the age of building infrastructures, amount of insulation, and air circulation, AHA may adjust such allowances to account for the utility consumption required to maintain a reasonable quality of life environment under such conditions. Residents who exceed the utility allowances are charged for the excess utility usage.
